Recognising "Low FPS and stutter"

Frame rate is far below what the hardware should deliver, with stutter that persists even on capable systems — worst while driving the Batmobile.

Why it happens

The cause determines the fix.

Cause 1

NVIDIA GameWorks effects, above all Interactive Smoke/Fog, which is by far the most demanding option in the menu. The other GameWorks effects are cheaper but still costly.

Cause 2

Hardware Accelerated GPU Scheduling (HAGS), which is on by default in Windows 11 and causes issues on some configurations.

Cause 3

Streaming from mechanical storage — Unreal Engine 3 stalls when assets are read from a hard drive.

Fixes, in the order that works

Cheapest and most reversible first.

Disable all NVIDIA GameWorks effects

Turn off Enhanced Rain, Enhanced Light Shafts, Interactive Smoke/Fog and Interactive Paper Debris. Do this even on NVIDIA cards and regardless of GPU tier — Interactive Smoke/Fog alone is the biggest single cost.

Disable HAGS

Settings > System > Display > Graphics settings, toggle Hardware Accelerated GPU Scheduling off. Re-enable it after playing, since disabling it can affect other titles.

Install Arkham Quixote and move to an SSD

Quixote addresses engine-level performance problems; an SSD removes the streaming stalls. Together they are the difference between playable and not on many systems.

Lower shadows and level of detail

Set both to Medium or Low, especially if crashes or stutter happen outdoors or while driving. Cap the frame rate at 60 and enable VSync for testing.

Use a conservative baseline first

1080p, 60 FPS cap, VSync on, textures matched to VRAM, shadows Medium, all GameWorks off. Then raise one option per session so you know which one breaks it.

How to confirm it is fixed

One successful launch is not proof.

Retest properly

Drive the Batmobile through Gotham for ten to fifteen minutes. That sequence stresses the engine harder than any indoor area or menu and will expose instability that a menu-based test hides.

When to ask for a refund instead

Troubleshooting has a deadline.

Know the window

Steam refunds within 14 days of purchase and under 2 hours of playtime, and documented technical faults are sometimes accepted past that. Microsoft Store and Epic follow similar rules with store-specific exception paths.

Evidence changes outcomes

Attach crash logs, a DxDiag and the steps you already tried. A denied refund can sometimes be overturned when you can show the game is genuinely unplayable rather than simply disliked.

Bans are not refundable

If the failure follows an anti-cheat ban or a modified online client, no store will refund it. That is a separate category from a game that will not run.
